Resolution urging City
Departments to share departmental database data for a informational
project with the San Francisco Survival Manual Publication for
the benefit of both community organizations and the larger city-wide
community.
WHEREAS, City Departments
gather and maintain a wide variety of invaluable, yet underutilized
data, such as demographic, population and budgetary information;
and
WHEREAS, City Departmental
data could be used to encourage community development and decision
making, to produce updated lists of community services, to increase
the efficiency and efficacy of services, and to connect people
with the organizations that purport to represent them; and
WHEREAS, This information
is not currently organized, maintained or disseminated in a cohesive
way for the public to access; and,
WHEREAS, The San Francisco
Survival Manual has collected and disseminated information on
all SF populations, community organizations, government bodies
and advocacy groups for 35 years; and
WHEREAS, The volunteer
staff of the San Francisco Survival Manual will provide all the
principal labor involved in making the database user friendly
for the public; and
WHEREAS, The operation
of this information clearinghouse will be based on grants and
community fiscal sponsorship and will be at no expense to the
city, now, therefore, be it
RESOLVED, That the
board of Supervisors hereby urges City Departments to share all
database data to which the public is lawfully entitled with the
San Francisco Survival Manual when requested for the purposes
of a community based informational pilot project.

1. Will Your Administration Comply With the
Both Spirit and Intent of San Francisco's Open Government Sunshine
Ordinance.
2. Will you post online your detailed two
week future calendar listing the names of individuals and entities
you are scheduled to meet with?
3. Will you allow the Public to Observe these
Meetings a Required By Local and State Law? Why?
4. When there is an SOTF (Sunshine Ordinance
Task Force) Determination regarding an Application of a Provision
of the Sunshine Ordinance, will you Follow the Advice of the
Sunshine Taskforce as the Board of Supervisors Does?
5. If your Department employs DTIS to maintain,
preserve, and restore electronic records will your require written
instructions to guide both you and DTIS in these tasks?
6. Will Your Administration Recognize that
E-mail Records Exchanged per Department business are Public
Records? (Ex: E-emails Exchanges by Diane Feinstein, Henry Waxman
and The Department of Justice) And personal emails sent by city
officials that pertain to city business.
7. Will Your Administration permit active
Departmental Records to be stored on computers, pda's, cellphones
(call detail records) belonging to individual employees?
8. As Mayor will you personally approve any
withholding of information by your departments?
9. Will Your Administration create A Policy
of Posting Digital Audio (.wav) Files From Meeting of City Bodies
Like the Ethics Commission and The Sunshine Ordinance Task Force
